but to all the public officers at present in the Service, as well as to all who may hereafter enter it — above all whatever the rate may be — the Public Officers should know clearly what they have to look forward to. At present not one knows what rate of pension he may expect, and the great majority are not aware whether they have claims to retiring allowances at all. If some such Regulations as those at present in existence in Ceylon were clearly defined and published, it would, I am satisfied, cause the Civil Establishment of the Colony to be looked on more in the light of a Service than hitherto has been, and Young Men of a higher class would be induced by the prospect of promotion and a pension to seek for the Subordinate offices in the Government.
